Signing agreement with real estate developers

A development agreement is required if a real estate developer intends to carry out construction work within the service area of Tallinna Vesi, to construct local mains or pumping stations that will be connected to the public water supply and sewerage system.

This way, we can agree and ensure that the work is done properly and in line with requirements, and that the water system functions as it should.

Submission of an application

You can submit the application via the self-service portal. Please review and prepare the following documents:

• Drawing describing the construction design
• Cost of construction
• Construction schedule and estimated time of work (in free format)

Conditions for signing the handover and acceptance document

Before we can accept the works, the developer will need to finalise a few more documents, such as:

• a document on the commissioning of pipes, signed by the owner supervision;
• personal rights of use established in favour of Tallinna Vesi;
• a three-year construction guarantee issued by the developer.

Owner supervision

Owner supervision is carried out by our framework contract partners. These partners are qualified companies that we have selected for the work through a procurement process.

A mini-competition will be organised between partners to allocate specific works.
