Organised sewage discharge service in our service area
The sewage discharge service involves pumping out wastewater from an on-site treatment system, removing it and handing it over to the water utility for treatment.
Starting from the beginning of 2025, we accept wastewater at our discharge sites from customers in our service area who live in agglomerations of at least 2,000 population equivalents and who do not have access to the public wastewater service.

Who can provide sewage discharge service?
Be aware of what happens to your wastewater – is it taken to a treatment plant or does it end up polluting the environment?
There are certain rules that must be followed when providing sewage discharge services. Rules for on-site treatment and removal of wastewater in the City of Tallinn ensure that wastewater is treated responsibly.
When booking the emptying of your wastewater tank, remember the following.
- The company must have a contract with Tallinna Vesi. This will ensure that the wastewater is treated correctly and safely. You can always ask the service provider to provide proof of this.
- Every removal should be documented. The company providing the sewage discharge service must give you a document showing both the address of your place of consumption and the amount of wastewater removed.
- You should keep these documents for at least one year, as the supervisory authority may request to see them if necessary.
Supervision over the sewage discharge service is exercised by the Tallinn Urban Environment and Public Works Department. You can also notify them of any suspicious or illegal discharging by calling 645 7191 or e-mailing at kommunaal@tallinnlv.ee.
Maintain your on-site treatment systems
An on-site wastewater treatment system is a facility used to collect wastewater at the point of its origin, such as a non-flush toilet. On-site treatment systems need to be maintained.
- Empty your collection tank regularly.
- Make sure your collection tank doesn’t leak into the environment.
- Keep the surroundings of your collection tank tidy.
Sewage discharge sites in Tallinn
We have two official sewage discharge sites: at Raba 44 and Paldiski mnt 225.
Discharging sewage anywhere else in the Tallinn service area is prohibited. We reserve the right to refuse to accept wastewater from outside the service area.

- The site at Raba 44 is open Mo-Fri between 9.00–17.00
- The site at Paldiski mnt 225 is open Mo-Fri between 6.00–23.00
