Procurements
Procurement process
We organise procurements to ensure that funds are used in a transparent, efficient and economical way and that people are treated equally. In this way, we support effective competition to achieve the best value for money.
We favour environmentally sustainable solutions and consider social and innovative aspects in our procurements.

Contracting entity in network sector
We are a contracting entity in the network sector. The network sector covers areas such as water, energy, transport and postal services.
A contracting entity in the network sector is subject to a number of various rules compared to a traditional contracting authority in the public sector:
- higher thresholds for a contracting entity in the network sector, above which a public procurement procedure must be applied;
- contracting entities in the network sector can use more flexible procurement procedures, such as procedure with negotiation, competitive dialogue, and innovation partnerships, which allow for better adaptation to market and technical needs.
Procurement rules and procurement plan
The procurement rules describe how we plan and carry out our purchases and procurements in a fair and transparent way. It also sets out how we conclude contracts and prevent conflicts of interest.
The procurement plan is the company's annual overview of planned procurements, helping to ensure transparency and a smoother procurement process. This plan combines all known contracts with an estimated value of €3,000 or more.
Procurement plan:
- is drawn up before 31 December each year,
- is approved by the Management Board by 31 January at the latest,
- is published on our website within three weeks of approval,
- contains information on the title, type and timetable of the procurement, and time for the performance of the contract.
The plan is updated regularly as necessary to allow interested parties to better monitor future procurement.
