Signing a service contract


To use the water supply and sewerage services, you need to sign a permanent service contract. We sign contracts with either the property owner, the apartment association, or an authorised representative of the apartment owners.

The service contract is the foundation of our partnership. It is an agreement founded on mutual trust and goodwill. The contract is needed so that we can provide you with a high-quality water supply and sewerage services. It gives you the assurance that clean drinking water will always flow from your tap and that wastewater will be taken away in a way that is safe for nature.

Who can sign the service contract?
  • The service contract is signed with either the property owner or the person registered in the land register as the property's possessor, once the property has been connected to the public water supply and/or sewerage system.
  • If there is an apartment association operating on the property, the service contract will be concluded with that apartment association.
  • The point at which the public water supply and/or sewerage system connects to a property is called the connection point.
  • The connection point is defined in the boundary drawing supplied as an annex to the service contract.
  • We are responsible for maintaining and keeping the pipes in good condition up to the connection point. From that point onwards, it is the customer's responsibility to maintain and keep the pipes in good condition.
Submit an application

In order to sign a service contract, you must submit:

  • an application;
  • in the event of a change of ownership, a handover and acceptance document signed by both parties, including the meter reading and the date.

Application


  • The application contains information about the customer's details, the address of the property and the water meter reading.
  • The most convenient way to submit your application is via the self-service portal. If you are unable to submit your application there, you can e-mail it at tvesi@tvesi.ee.

If you intend to use the water during the construction period, you must indicate this on the application form for a service contract by selecting the option 'Service during construction'.

Handover and acceptance document

If a property changes ownership, we must be provided with a handover and acceptance document stating the water meter reading and date.

Termination or suspension of a service contract

Submit an application
  • If you wish to terminate or suspend your service contract (for a maximum of 2 years), please submit an application.
  • You can submit your application to terminate the service conveniently, using our self-service portal. If you are unable to submit your application there, you can e-mail it at tvesi@tvesi.ee.
Removing the water meter
  • Once we have received your application, our representative will contact you to arrange a suitable time to remove the water meter and terminate or suspend the service.
  • If the new owner submits an application to sign a contract within seven days, the water meter will not be removed.
Final billing
  • The final bill will be calculated based on the meter reading taken when the meter was removed, using the prices that were in place at that time.
  • We will send the bill in the way you chose to receive it.

Organised sewage discharge service in the absence of a public sewerage system

The sewage discharge service involves pumping out wastewater from an on-site treatment system, removing it and handing it over to the water utility for treatment.

Starting from the beginning of 2025, we accept wastewater at our discharge sites from customers in our service area who live in agglomerations of at least 2,000 population equivalents and who do not have access to the public sewerage service.

Organised sewage discharge service is available to property owners within our service area. The service is provided up to twice a month.

Provision and terms of service
  • The on-site wastewater collection tank must be leak-proof.
  • The wastewater collection tank must be sized to store at least two week's wastewater produced on-site.
  • The sewage truck must have access to the collection tank.
  • The wastewater in the wastewater collection tank must comply with the limit values for hazardous substances and other pollution indicators established by law at all times. The wastewater must not cause any damage to the sewage truck or interfere with the operation of the discharge site or the wastewater treatment plant.

Organised sewage discharge service is not provided to:


  • persons who have chosen not to sign a connection contract, or who have refused to pay the connection fee;
  • persons who have been provided with access to the public sewerage system (a connection point), but who have chosen not to use the service;
  • companies in the industrial and manufacturing sectors.
Payment for the service
  • The property owner pays for the sewage discharge service by paying the wastewater disposal and treatment fee, which is charged in accordance with the public sewerage service prices applicable in the service area.
  • The amount of the sewage discharge service will be equal to the amount of water taken from the public water supply system or other water source.
  • The amount of water is calculated based on the readings of a verified water meter fitted by a Tallinna Vesi specialist at the point of consumption, unless otherwise agreed.

  • Once we have received your application, we will contact you to arrange signing the service agreement.
  • When the contract is signed, we will send you the contact details of the sewage discharge service provider so that you can agree on the times for emptying the collection tank.
