AS Tallinna Vesi and Nordecon AS signed a construction contract today to expand the building facilities on the Ülemiste Water Treatment Plant site.
In 2024, Tallinna Vesi publicly announced its plan to abandon its buildings on Ädala Street and to continue its operations in the future at two locations only — the Ülemiste Water Treatment Plant and the Paljassaare Wastewater Treatment Plant. Concentrating operations at two locations is driven by economic efficiency, operational continuity and environmental considerations. The current buildings on Ädala Street, constructed nearly 60 years ago, are heavily depreciated, energy-inefficient and no longer meet the company’s needs.
“By giving up the Ädala Street location and upgrading our facilities at the Ülemiste Water Treatment Plant site, we will significantly reduce both costs and environmental impact. As a provider of vital services, this also enhances our ability to ensure safety and continuity of operations, simplifies cooperation between departments and improves preparedness for crisis situations,” said Tarvi Thomberg, Asset Management Director at Tallinna Vesi.
The change requires the construction of an additional building at the Ülemiste Water Treatment Plant, for which six depreciated warehouse and production buildings were demolished. Currently, the company uses approximately 10,000 square metres of space on Ädala Street, which is more than twice the size of the new building planned in Ülemiste.
To find an economical and environmentally sustainable building solution, a public procurement was conducted in October 2023, won by architectural bureau BOA. This was followed by a construction procurement in June 2025, which was won by Nordecon.

This is a project where environmental sustainability plays a key role, and we will follow the principles of sustainable construction management in its implementation,” commented Deniss Berman, Member of the Management Board of Nordecon AS.
The new building will accommodate teams responsible for pipeline operations, pipeline construction, water quality and diagnostics, pipeline information and customer service, as well as business management. The building is designed to meet high environmental standards and is planned as a near-zero energy building.
Tallinna Vesi will finance the construction to a significant extent through the sale of the current Ädala Street property. The construction cost of the new building is €9.8 million. Together with the necessary infrastructure upgrades on the water treatment plant site, the total value of the construction contract amounts to €11.8 million, excluding VAT. Completion of the new building is scheduled for 2027.
